I'm back from the NLC Congressional Conference and am back <br /> in the thick of things! <br /> The Conference was extremely good. The workshop sessions on <br /> Program/Performance budgeting were outstanding. While the message <br /> from Gingrich and Clinton was all "gloom and doom", the bottom <br /> line is that there will be less money for all of government. The <br /> good news is that there appears to be momentum for more authority <br /> given to local units of government with the declining resources. <br /> So, we may have less, but we may end up with more flexibility. <br /> I will submit a full report on the Conference in next week's <br /> packet. <br /> Excerpts from Clinton and Gingrich speeches are copied and <br /> included in this issue of This Is It. <br /> 621/City Partnership Task Force ****** ****** ****** <br /> The first meeting of the Task Force has been slated for next <br /> Wednesday at 5: 30 p.m. in the Council Chambers. <br /> Tomorrow, you will be receiving (delivered) a memo from Tom <br /> Baumgart, the M.V. DARE officer, who is actively soliciting funds <br /> to purchase a reduced price vehicle from the Saturn dealership to <br /> serve as the official DARE vehicle. Tom has been working for <br /> several months with the Saturn dealership to obtain a reduced <br /> cost vehicle to be funded entirely from public donations. He has <br /> over $2, 000 in donations to date and commitments of $900-1, 800. <br /> Saturn needs $5, 000 in cash up front (the cost of the vehicle is <br /> $10, 000) and they will "carry" the City until November, allowing <br /> Tom time to garner sufficient donations. <br />
