Tom is confident that he can raise all needed funds for the <br /> project, but needs two things: (1) Council approval of the <br /> project and (2) City short term contribution to meet the $5, 000 <br /> benchmark for release of the car. The City would be reimbursed <br /> from donations. Tom is outlining is DARE proposal for you in a <br /> memo that he will have to me on Friday. He will be here Monday <br /> prior to the Council meeting to discuss his proposal with you <br /> individually. <br /> Tom had hoped that he would have more time to get all the details <br /> in order before he approached the Council, but Saturn is wanting <br /> to move the car off their records as soon as possible. This has <br /> escalated his timeframe. <br /> If the Council wines Tom to proceed with the proposal, he could <br /> bring it to Council for approval at the March 27 meeting. <br /> Arbitration <br /> The arbitration award was received this week. The 1994 base wage <br /> award is for 2 . 95%, 1995 award, 2 . 5%. An increase of $15 a year <br /> for uniform allowance was granted only for 1995. No changes were <br /> made in any other category. The City's position prevailed in 10 <br /> out of the 14 disputed categories. The duration of the contract <br /> was settled prior to arbitration and the drug testing issue was <br /> minor and not actually in dispute. <br /> On the agenda for Monday night's meeting, Council is being asked <br /> to authorize payment for the City's labor negotiator. <br /> Traditionally, the cost of the actual arbitrator is split between <br /> the Union and the City. Therefore, at the March 27 meeting, the <br /> Council will be asked to authorize payment of $2 , 040. 68, bringing <br /> the total arbitration cost to the City to $5, 066. 68. <br /> 1994/95 Salary Adjustments <br /> Tim and I will be working next week to prepare the salary <br /> adjustment resolutions for the meeting on March 27. Adjustments <br /> will be recommended for the Public Works bargaining unit for 1994 <br /> and 1995, of course, Police for 1994 and 1995 and non-union <br /> personnel for 1995. <br /> Samantha <br /> FOCUS 2000 STEERING COMMITTEE <br /> On Tuesday evening, March 7, the Focus 2000 Steering Committee <br /> met. Instead of doing an informal survey in the next newsletter <br /> about the Five Year Goal Plan, they would like to meet with the <br /> Council at the May Worksession. The plan is to review the Action <br /> Steps from the Focus 2000 Report with those that have been <br /> accomplished to date and those that are scheduled to be <br /> accomplished in the 1995 Five Year Goal Plan. <br />
