UNAPPROVED <br /> Mounds View City Council Page 4 <br /> Regular Meeting May 22, 1995 <br /> 1 <br /> 2 Mary Saarion, Director of Parks, Recreation and Forestry, explained <br /> 3 the request for a non-intoxicating liquor license for The Bridges. <br /> 4 The fee of $1, 000, which the City would be charging itself, could <br /> 5 be waived at Council discretion. <br /> 6 <br /> 7 Mayor Linke closed the public hearing at 7: 16 p.m. <br /> 8 <br /> 9 MOTION/SECOND: Hankner/Trude to Approve Non-Intoxicating Malt <br /> 10 Liquor License for "The Bridges" and Waive the Fee <br /> 11 <br /> 12 VOTE: 4 ayes 0 nays Motion Carried <br /> 13 <br /> 14 To Consider the Public Improvements Assessment Policy and Formal <br /> 15 Introduction of Ordinance No. 560 <br /> 16 <br /> 17 Mayor Linke opened the public hearing at 7: 16 p.m. <br /> 18 <br /> 19 Mike Ulrich, Director of Public Works, reported that the need for <br /> 20 an equitable means of maintaining and reconstructing the City's <br /> 21 infrastructure was rapidly becoming a necessity. Streets and <br /> 22 sanitary sewer mains have been aging and decaying. The Silver Lake <br /> 23 Woods Fund has been utilized for several years to perform <br /> 24 preventative maintenance of the streets but is quickly being <br /> 25 depleted. <br /> 26 <br /> 27 Earlier in the year, wastewater employees Wally Mortenson and Larry <br /> 28 Decheine presented an informational review of the sanitary sewer <br /> 29 system. There are numerous video tapes showing the decay in the <br /> 30 system; many residential services have tree roots protruding into <br /> 31 the mainline. The need for rehabilitation and reconstruction is <br /> 32 imminent in the future. Several assessment policies from <br /> 33 surrounding communities have been reviewed in considering a policy <br /> 34 for Mounds View. The assessment policy has been discussed at <br /> 35 several City Council Work Sessions and has been submitted to the <br /> 36 City Attorney for comments. The document was presented to Council <br /> 37 at the May 1, 1995 Work Session and at that time, staff received <br /> 38 direction to proceed with adoption. <br /> 39 <br /> 40 Mayor Linke mentioned that the City's infrastructure will require <br /> 41 improvements and reconstruction in the future. He read portions of <br /> 42 the Assessment Policy Statement which included the following: <br /> 43 <br /> 44 I. General Policy Statement <br /> 45 A. Purpose <br /> 46 B. Procedure <br /> 47 C.
