Personnel: <br />The City Council determines City policy, City Staff implements policy. All <br />staffing levels are listed and described in the operational programs <br />described -herein. <br />General Expenditures: <br />Salary increases are not anticipated for this program. However, with the <br />conversion to a Program Budget in 1995, program activity shifts indicate <br />an annual expenditure increase. <br />The City's Economic Development Authority (EDA) has one advisory <br />commission and two task forces which are funded through the City's <br />Budget and are reflected in the LTFP: <br />• The Economic Development Commission (EDC) was established in 1994 <br />under the Economic Development Authority. The EDC is a seven <br />member commission made up of members of the community and <br />business representatives, charged with reviewing matters relating to <br />fostering a positive economic climate, encouraging economic <br />development, and enhancing the tax base of the City. <br />• The Council has also directed the EDC to evaluate the redevelopment of <br />Highway 10 and other main thoroughfares into Mounds View. The EDC <br />will review and make recommendations on the potential users for the <br />corridors and current incompatible uses. In addition, the Task Force will <br />review funding mechanisms for the redevelopment of the corridor. <br />• The Marketing Task Force was created and charged in 1994 with generating <br />fresh ideas for a positive image of the City of Mounds View. Items include <br />entrance and exit signs, new slogan and marketing pieces. The Marketing Task <br />Force will meet on a monthly basis and make recommendations to the City <br />Council on an as needed basis through February 1995. The Marketing Task <br />Force will then conclude their participation in the process with written <br />recommendations in a two-phase process to increase the positive image of <br />5 <br />
