software applications and efficient processing of information as well as a coordinated <br />records retention program that is accurate and efficient. <br />PROGRAM OBJECTIVE <br />One of the on -going priorities of the City Council is to maintain the City's commitment <br />to remain up-to-date with new computer and communications technology. Maintaining <br />the City's ability to quickly, accurately and effectively process, record and communi- <br />cate information as well as provide timely, safe and efficient service in the day=to=day <br />municipal operations is vital to the safety and well-being of all the residents of Mounds <br />View. <br />Personnel: <br />BUDGET IMPACT <br />Staffing of this Program include the Computer Consultant, 5 % of the Assistant to the <br />City Administrator (unfilled position in 1996) and 5% of the Administrative Secre- <br />tary/Deputy Clerk. It is anticipated that consultant costs will increase in 1996 due to <br />the lack of in-house expertise. <br />General Expenditures: <br />City staff continue to take advantage of the benefits of the computer network by <br />utilizing the system on a daily basis to meet the City's growing communication and <br />informational needs, but there are numerous features that are not being utilized that <br />would greatly reduce the amount of time currently used to process and share infor- <br />mation. To continue to utilize the system efficiently, keeping the software and <br />equipment current is essential. Because of the rapid change in technology and the <br />constant updates to computer software, much of the required equipment will require <br />upgrades over the next five years. <br />For the past three years, the City has allotted for this expenditure because many <br />unforeseen technical problems can surface during the year which require system up- <br />grades - either software or hardware related. Some of the software programs that <br />might be useful include complaint tracking software, bulletin board software and <br />records retention software. Providing funding for technical needs is sound practice <br />to keep the organization functioning well and to provide better service to the <br />community. <br />14 <br />
