PUBLIC SERVICE PROGRAM. <br />Streetlight: Utility <br />Program Function and Service Standards <br />The <br />Mounds View City Council has determined that it is the best interest of <br />the City to operate, maintain and improve upon the street lighting system <br />throughout the City to promote the general health, safety and welfare of <br />the users of City streets and walkways. The streetlight utility has been <br />in effect since 1991, implemented as a means of supporting these <br />operations from a funding source other than the general fund and <br />consistent with the user fee philosophy supported by the Council. <br />In accordance with the streetlight utility installation plan, adopted by the <br />City Council in 1993 as proposed by the Police Departments needs <br />assessment, 10 new streetlights will be added each year for three years, <br />in addition to any requests for lighting. <br />15 <br />
