C. POLICE <br />The objective of the Police Department is to provide basic <br />Police Service, preserve the peace, and protect the public <br />by enforcing State and Local laws. <br />In doing so, the Department's role is to enforce the law in <br />a fair and impartial manner, recognizing both the statutory <br />and judicial limitations of Police authority and the <br />constitutional rights of all persons. <br />Basic services provided by the Police Department include: <br />a. Prevention of Crime <br />Involving the community in programs such as <br />Operation Identification and Block Watch. <br />Instilling in the community a sense of concern for <br />crime problems and law enforcement needs to <br />help combat the problems. <br />b. Deterrence of Crime <br />Routine patrolling of the City streets, parks, and <br />business areas reduces crime because' criminals <br />feel immediate apprehension would be imminent. <br />In the course of routine patrol officers investigate <br />behavior which reasonably appears to be <br />criminally directed. <br />c. Apprehension of Offenders <br />
