TY
OEW
REQUEST FOR COUNCIL CONSIDERATION
STAFF REPORT
AGENDA SESSION DATE June 5, 1995
Agenda Section: 7
Report Number: 95-1363WS
Report Date: 5- 3 0- 9 5
DISPOSITION
Item Description: Continued Discussion of Assessment Policy
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement s eets s necessary.)
SUMMARY;
This item is scheduled, to provide an opportunity to discuss the assessment
policy again. If Council, staff or residents might want to discuss any part
of the policy, or request any explanations or changes, this could be a time
to address them.
Staff has one possible change to the policy that was noted at the Public
Hearing, that being the standard street width. I believe that Mr. McCarty
mentioned, that possibly the street design should be eliminated from the
policy, thereby reducing the major controversial item. Steve Campbell also
agreed with this idea. Staff's major concern at this point is the adoption
of the policy. It should be noted that since sealcoating will now be
assessed, it is important to consider the time frame when and if the
Assessment Policy is adopted. Sealcoating should be performed no later than
the middle of August. The earlier this maintenance can be done, the better.
If Council wishes to assess this year's project, notifications of a public
hearing must be sent to affected residents, hearing scheduled, and etc. As
we all know, this can be a lengthy process. Staff will seek council
direction at the work session as to this matter.
Another manner in which street design could be addressed is to hold
informational meetings, when considering the reconstruction of a street.
This practice proved successful in reconstructing Pleasantview Drive. The
residents were given the minimum width standard, and asked to vote whether
they wished to widen the street beyond the minimum. This could be used in
future projects once a minimum standard width is adopted. Street width
design can be addressed at a future date, and adopted with the standard
plates for construction.
Should Council have any questions or concerns that staff may address, or
research prior to the meeting, please feel free to contact me.
ichael Ulrich, Director of Public Works
RECOMMENDATION;
