Mr. Tim Cruikshank <br />March 29, 1995 <br />Page 2 <br />You have indicated that some residents of your community or others using the intersection <br />seem uncomfortable and have complained about the existing condition. (This may actually <br />be a "psychological" affect, as the noise barrier presents a closed -in feeling. That affect may <br />still be present even with a portion of the noise barrier removed.) <br />Due to the concerns you have received regarding the existing condition, Mn/DOT would <br />not object to the City of Mounds View removing a minimal portion of the inplace noise <br />barrier, if you believe that would satisfy those concerned, provided that: <br />1. The removal and all costs incurred will be the responsibility of the City <br />of Mounds View. <br />2. Mounds View authorities will contact the Mn/DOT Maintenance <br />Superintendent for that area (Chuck Harris - telephone 582-1435) to <br />determine whether Mn/DOT's Maintenance Office would like the <br />removed materials salvaged and delivered to a specific location. If not, <br />the removed material will become the property of the City of Mounds <br />View. <br />3. The removal portion shall be no more than 2 sections. (The length <br />proposed to be removed should be reviewed and approved by Chuck <br />Harris.) <br />4. All areas disturbed due to the removal will be restored with turf <br />establishment by the City of Mounds View. <br />5. It is understood that the City (and not Mn/DOT) will be held responsible <br />in the future for any recourse from residents due to the possible loss of <br />noise abatement resulting from removal of this section of noise barrier. <br />If you have any questions or need additional information, please call either me (797-3051) <br />or Harvey Scheffert (797-3037).
