III <br /> Explanation/Summar_y(attach_supplement sheets_as necessary.) <br /> - <br /> SUMMARY; <br /> Based on discussion at the May 1, 1995 City Council Work Session, Staff has <br /> drafted the attached Ordinance for consideration by the City Council. <br /> For review: <br /> Larry Beach has made application for a Rezoning of the property located at <br /> 7305 Knollwood Drive. The property is currently zoned B-1, Neighborhood <br /> Commercial - the applicant is requesting an R-2 , Single and Two Family <br /> Residential classification in order to support his plans for a twinhome on <br /> the property. The existing structure located on the property (a closed Tom <br /> Thumb convenience store) would be removed in the event the rezoning is <br /> approved. <br /> Chapter 1125. 01 Subdivision 1 (e) of the Mounds View Municipal Code <br /> identifies those factors upon which the City Council should base its <br /> decision relative to any rezoning request. Those factors, and an analysis <br /> of their relevance, are as follows: <br /> 1) Relationship to Municipal Comprehensive Plan <br /> The Comprehensive Plan in its current form identifies this parcel as <br /> neighborhood commercial. However, discussions held at both the Planning <br /> Commission and City Council levels within the past three (3) years have <br /> focused on reclassifying this property to residential. <br /> 2) Geographical area involved <br /> The parcel is bounded on the South and West sides by County Road H2 and <br /> Knollwood Drive respectively.
