This parcel of land has been <br /> mowed during the past several years by the Parks Department and in return the community has been <br /> given use of the area for recreational activity. Recreational use of the property includes pick-up games <br /> of football, hacky sack, catch, and as a warm-up area for youth baseball and softball teams that gather <br /> to play a game at Groveland Park athletic field. The area is a grassland which also serves as a buffer <br /> between the homes to the north, along Groveland Road. The buffer area is an important asset, helping <br /> to detour conflicts between park users and homeowners. <br /> The Newton family is requesting $31,000 for the property. Twenty-five thousand dollars ($25,000) is <br /> budgeted for 1995 purchase of parkland (originally to be a match for the proposed park purchase of <br /> parkland grant in the SW section of the City). That option no longer exists. The City has had the land <br /> appraised and the appraised value is $31,000. This is $6,000 less than available in the 1995 budget for <br /> park acquisition. <br /> It is requested that the City purchase the land at the appraised value of$31,000 with funding budgeted <br /> from the General Fund Park Improvements, 100-4362-703 in the amount of$25,000 and authorize the <br /> transfer of$6,000 from Franchise Fee Fund, 295-4120-990 to the General Fund, 100-3961 to cover the <br /> remaining cost of the land purchase. <br /> _Yea/2Z e41) <br /> Mary Saarion, Director <br /> Parks, Recreation and Forestry <br /> Authorize purchase of Newton property for appraised value of$31,000 <br /> using $25,000 from General Fund Park Improvements, 100-4362-703 and <br /> transfering $6,000 from Franchise Fee Fund, 295-4120-990 to General <br /> Fund 100-3961 and amend the 1995 Budget to reflect the addition of <br /> j�ECOMMENDATION; $6,000 to individual General Fund Account 100-4362-703 to fund the <br /> remainder of the purchase price. <br />
