05/03/95 15:14 NW YOUTH & FAMILY SERVICES 612 784 3462 NO.886 PO4 <br /> **DRAFT** <br /> RESOLUTION <br /> Whereas the process for distribution of CDBG funds was changed for <br /> 1995 and <br /> Whereas this change has promise for a more - equitable- -and - — - <br /> accountable method of distribution in the future, but further <br /> review of the process highlights the needs for some modifications <br /> and <br /> Whereas this year's process has put our desire to meet the housing <br /> needs of low to moderate income constituents in competition with <br /> the social service needs of these same constituents and <br /> Whereas we believe this violates the intent of the stated CDBG <br /> priorities and we believe the following request to be within the <br /> intent of those priorities: <br /> NOW, THEREFORE, be it resolved that the city council of the City of <br /> requests that the Ramsey County Board of <br /> Commissioners act to reallocate $100, 000 of CDBG funds to apply <br /> toward the capital request of Northwest Youth & Family Services and <br /> Be it further resolved that $50, 000 of the contingency amount set <br /> aside by Ramsey County CDBG be applied in a like manner. <br />
