He was <br /> 4 concerned about fencing the property. <br /> 5 <br /> 6 Ms. Saarion explained that, if the grant is awarded, the <br /> 7 neighborhood residents will be invited to express their desires and <br /> 8 ideas for developing the park. <br /> 9 <br /> 10 Mayor Linke closed_the_public_hearing-at--8: 14--p.m. <br /> 11 <br /> 12 MOTION/SECOND: Trude/Quick to Adopt Resolution No. 4759 Approving <br /> 13 the Grant Application for Redevelopment of Woodcrest Park <br /> 14 <br /> 15 VOTE: 5 ayes 0 nays , Motion Carried <br /> 16 <br /> 17 In response to an earlier request, Paul Harrington, Community <br /> 18 Development Coordinator, reported on the status of the Nuisance <br /> 19 Code. Because of the concerns of residents involved with the <br /> 20 FOCUS 2000 project, the Nuisance Code has been revised. The <br /> 21 problem with the Nuisance Code in its former state, was that there <br /> 22 was no enforcement mechanism to follow through on the properties <br /> 23 cited for necessary cleanup. On the advice of the City Attorney <br /> 24 and after approximately 10 months of work by the Planning <br /> 25 Commission and the City Council, the Nuisance Ordinance had been <br /> 26 put into final draft form. The Ordinance was approved by the City <br /> 27 Council last month; however, City Charter requires that Ordinances <br /> 28 be published 30 days prior to their enactment. The Nuisance <br /> 29 Ordinance falls within that 30-day period at the present time. <br /> 30 <br /> 31 Mr. Harrington cited properties which have been improved by the <br /> 32 City and provided detailed plans for the upcoming Clean-Up Day. <br /> 33 <br /> 34 COUNCIL BUSINESS: <br /> 35 <br /> 36 A. Consideration of Action on Ordinance No. 558 Amending the <br /> 37 Municipal Code of Mounds View by Amending Chapter 1001 <br /> 38 Entitled, "Building Code" <br /> 39 <br /> 40 Paul Harrington, Community Development Coordinator, explained <br /> 41 that at the March 27, 1995 City Council Meeting, Ordinance No. <br /> 42 558 was introduced. The licensing of tree trimming businesses <br /> 43 would allow the City to apply certain requirements to their <br /> 44 operation, specifically regarding problems with noise levels <br /> 45 and blocking of streets. All such licenses would be $40 per <br /> 46 year, the same as construction licenses. <br /> 47 <br /> 48 MOTION/SECOND: Quick/Trude to Adopt Ordinance No. 558 <br /> 49 Amending the Municipal Code of Mounds View by Amending Chapter <br /> 50 1001 Entitled, "Building Code" <br />
