LINA131290 <br /> Mounds View City Council Page 5 <br /> Regular Meeting April 24, 1995 <br /> 1 allows for garages in excess of 864 square feet, up to 1,264 square <br /> 2 feet, with the issuance of a Conditional Use Permit. Application <br /> 3 and plans have been submitted by the applicant and the request is <br /> 4 in compliance with Municipal Code. The Planning Commission has <br /> 5 reviewed this item and has recommended approval of the Conditional <br /> 6 Use Permit. <br /> 7 <br /> 8 Councilmember Blanchard asked if this garage was to be attached to <br /> 9 a new home being built and Mr. Harrington replied that it was. <br /> 10 <br /> 11 Cameron Obert, 8315 Greenwood Drive, expressed concern that there <br /> 12 could be a future request to operate a business out of the garage. <br /> 13 <br /> 14 Mayor Linke closed the public hearing at 8: 06 p.m. <br /> 15 <br /> 16 MOTION/SECOND: Trude/Linke to Adopt Resolution No. 4760 Approving <br /> 17 a Conditional Use Permit to Allow an Oversized Garage for Anthony <br /> 18 Honkomp, 2908 Ardan Avenue <br /> 19 <br /> 20 Councilmember Trude said that the neighbors in the area of the <br /> 21 proposed home are very happy to see the improvements to this <br /> 22 property. <br /> 23 <br /> 24 VOTE: 5 ayes 0 nays Motion Carried <br /> 25 <br /> 26 Consideration of Resolution No. 4759 Approving the Grant <br /> 27 Application for Redevelopment of Woodcrest Park <br /> 28 <br /> 29 Mayor Linke opened the public hearing at 8: 07 p.m. <br /> 30 <br /> 31 Mary Saarion, Director of Parks, Recreation and Forestry, advised <br /> 32 that she was preparing an Outdoor Recreation Grant for improvements <br /> 33 to Woodcrest Park. The park is located in the southwestern section <br /> 34 of the City and, because of the storm water management issues, this <br /> 35 has been a difficult park to maintain. Repairs are needed on the <br /> 36 park building and, if the parking lot were to be paved, it could be <br /> 37 used for rollerblading, basketball, and other hard court play <br /> 38 activities. <br /> 39 <br /> 40 The grant proposal would include storm water management details. <br /> 41 The City Consulting Engineer suggested that the ditches could be <br /> 42 culverted and filled in. This would create more parkland area and <br /> 43 take away any safety concern because of the open ditch. To solve <br /> 44 the storm water drainage problem, a small holding pond would be <br /> 45 built which would drain into the abutting wetland area. <br /> 46 <br /> 47 The grant would provide 50 percent funding for the project. The <br /> 48 City's portion could come from Park Improvement funds and Storm <br /> 49 Water Management funds. The grant is due May 1, 1995 and awards <br /> 50 will be announced in August, 1995. <br />
