He concluded that he would be voting against the <br /> 2 2 .95 percent increase simply because he believed they deserve <br /> 3 a 3 percent increase. <br /> 4 <br /> 5 Councilmember Blanchard voiced her concern regarding the <br /> 6 uncertainty of funds from the State and Federal government. <br /> 7 She related that she would be voting in favor of the 2 .95 <br /> 8 percent increase. <br /> 9 <br /> 10 Jim ---Jor-issen - -----8368-- --- Knollwood - Drive <br /> -- concur-red ---with <br /> 11 Councilmember Quick that it is important to maintain a <br /> 12 competent staff, however, he addressed the fact that many <br /> 13 people have experienced reductions in their salaries. <br /> 14 <br /> 15 Councilmember Hankner addressed the issue of budgeting for <br /> 16 salary increases for the coming year. <br /> 17 <br /> 18 Mayor Linke noted that the budgeted amount for salary <br /> 19 increases this year was 4 percent. <br /> 20 <br /> 21 Councilmember Quick explained that the City has been very <br /> 22 frugal with the budget and will continue to be frugal. He <br /> 23 stressed the difficulty in setting priorities to be budgeted <br /> 24 and mentioned that there are 25 budget meetings scheduled for <br /> 25 1995. <br /> 26 <br /> 27 Mayor Linke offered a brief summary of the tax bills in the <br /> 28 Legislature. He advised that over the last four years, the <br /> 29 tax capacity value of Mounds View has gone down requiring the <br /> 30 City to raise taxes just to break even--to provide the same <br /> 31 services that were provided the year before. The only <br /> 32 increase in services were the result of the FOCUS 2000 <br /> 33 program, which were requested by the residents of Mounds View. <br /> 34 <br /> 35 Councilmember Hankner urged residents to offer their <br /> 36 suggestions early in the budgeting process. <br /> 37 <br /> 38 Cameron Obert, 8315 Greenwood Drive, concurred with Mayor <br /> 39 Linke and Councilmember Quick regarding the importance of <br /> 40 proper compensation for quality employees. He stated that he <br /> 41 has had many people working for his business over the years <br /> 42 and felt that with people, you get what you pay for. Quality <br /> 43 employees will not stay if they aren't properly rewarded. <br /> 44 <br /> 45 Ms. Orduno addressed the issue of the State Pay Equity Law <br /> 46 which requires the City to look internally to compare female <br /> 47 dominated classes with male dominated classes.
