Consideration of Resolution No. 4754 Approving the 1995 Non- <br /> 4 Union Personnel Compensation Schedule, Insurance Contribution <br /> 5 Schedule and Position Reclassifications <br /> 6 <br /> 7 Samantha Orduno, City Administrator, explained that non-union <br /> 8 employees waited until the arbitration award was settled <br /> 9 before the issue of 1995 compensation was brought before the <br /> 1.0 _ Council_. This_Resolution__ is furnished in__two forms: one <br /> 11 indicating a 3 percent increase and one indicating a 2 .95 <br /> 12 percent increase. Ms. Orduno explained the reclassifications <br /> 13 of the positions for Engineering Aide, Housing Intern, <br /> 14 Division Secretary and the Golf Course Club House Manager <br /> 15 which are also included in this Resolution. <br /> 16 <br /> 17 Mayor Linke furnished background information for which he <br /> 18 would base his vote in favor of the 3 percent increase. He <br /> 19 felt that the City of Mounds View has many quality employees <br /> 20 and that, because of their degree of knowledge and skill, the <br /> 21 City has been able to attain the same level of services with <br /> 22 fewer employees. <br /> 23 <br /> 24 Councilmember Trude said that her decision would be based on <br /> 25 the arbitration of the police as a bargaining unit. In order <br /> 26 to keep internal harmony, the adjustments between the <br /> 27 bargaining units and the non-bargaining units should be kept <br /> 28 fairly similar. <br /> 29 <br /> 30 MOTION/SECOND: Trude/Blanchard to Adopt Resolution No. 4754 <br /> 31 Approving the 1995 Non-Union Personnel Compensation Schedule <br /> 32 Reflecting a 2 . 95% Annual Compensation Adjustment, Insurance <br /> 33 Contribution Schedule and Position Reclassifications <br /> 34 <br /> 35 Tom Field, 8409 Knollwood Drive, felt that salaries make up a <br /> 36 large portion of the City's budget. He wanted the Council to <br /> 37 be aware that many people have had their salaries frozen or <br /> 38 even cut. <br /> 39 <br /> 40 Councilmember Quick stated that when he first served on the <br /> 41 Council, the City paid very lean wages. As a result, the City <br /> 42 maintained a revolving-door system for employees. <br /> 43 Inexperienced people would start out at Mounds View, get their <br /> 44 training with the City, make their mistakes here, and then <br /> 45 move on to another community that paid higher wages. Those <br /> 46 mistakes have been very costly to the City. Eventually, the <br /> 47 City of Mounds View adopted the policy of competitive wages in <br /> 48 order to keep their skilled employees. The City now has a <br /> 49 very competent staff which do a multitude of different tasks. <br /> 50 Mr. Quick felt that those employees should be compensated <br />
