' AAP [14 <br /> Mounds View City Council Page 5 <br /> Regular Meeting April 10, 1995 <br /> 1 Jay Klaphake, on behalf of the St. Paul - Ramsey County ASSIST <br /> 2 Coalition, congratulated the Council for their adoption of the <br /> 3 Ordinance. He advised that the Ordinance which had just been <br /> 4 adopted was at risk of being eliminated by a bill before the <br /> 5 legislature which was sponsored by the tobacco industry and <br /> 6 retailers. <br /> 7 <br /> 8 B. Consideration of Resolution No. 4744 Authorizing the Police <br /> 9 Civil Service Commission to Begin the Hiring Process for One <br /> 10 Police Officer as a Result of the Award of the COP FAST Grant <br /> 11 <br /> 12 Police Lieutenant Dave Brick explained that the City of Mounds <br /> 13 View was awarded a grant to hire an additional police officer <br /> 14 as a result of the Violent Crime Control and Law Enforcement <br /> 15 Act of 1994 . The grant, known as the COP FAST grant, provides <br /> 16 for a maximum federal contribution of 75% of the salary and <br /> 17 benefits of each officer hired. The grant would be for a <br /> 18 three-year period, after which time there would be the <br /> 19 possibility of the new officer filling a vacant position <br /> 20 created by a retirement on the police force. <br /> 21 <br /> 22 Councilmember Hankner inquired what the specific duties of the <br /> 23 new officer would be, if one were hired. <br /> 24 <br /> 25 Lieut. Brick replied that the new officer would be trained for <br /> 26 duties primarily in the area of crime prevention. <br /> 27 <br /> 28 Hankner clarified that the new officer would be hired with the <br /> 29 assumption that this position would be for a three-year <br /> 30 period. There would be an understanding that no long-term <br /> 31 commitment could be made for the position. <br /> 32 <br /> 33 Councilmember Blanchard expressed concern regarding the <br /> 34 possibility that funding for this program could be cut. She <br /> 35 stressed the fact that she was not opposed to the hiring of <br /> 36 another police officer, but felt the funding for the position <br /> 37 should be more certain than it presently is. <br /> 38 <br /> 39 Hankner said she was in favor of starting the process to <br /> 40 search for a candidate to fill the position. <br /> 41 <br /> 42 Mayor Linke explained that by adopting Resolution No. 4744 , <br /> 43 Council would be authorizing the Civil Service Commission to <br /> 44 begin the hiring process for one officer, but would not be <br /> 45 doing the actual hiring at this time. <br /> 46 <br /> 47 Councilmember Quick stated that, although all of the ideas <br /> 48 presented on this issue were good ones, he shared the concerns <br /> 49 expressed by Councilmember Blanchard.
