There are a lot of funding decisions to be made that
are outside of local government's control which could affect
the decision to hire another police officer. The Council
would be able to shut down the hiring process at any time, if
necessary.

Hankner stressed the need to prioritize the budget goals for
this year. A goal-setting session had been done in January of
this year, but the goals were not prioritized. That will be
accomplished in the budgeting process. If an additional
officer is actually hired, it will probably mean that
something else presently in the budget will have to be
dropped.

Trude related that several cities were declining the grant
because of the matching obligation.

MOTION/SECOND: Quick/Hankner to Adopt Resolution No. 4744
Authorizing the Police Civil Service Commission to Begin the
Hiring Process for One Police Officer as a Result of the Award
of the COP FAST Grant

VOTE: 4 ayes 1 nay (Blanchard) Motion Carried

C. This is an
intergovernmental project called FreeNet which would enable
the community of Mounds View, along with the cities of
Plymouth and Maple Grove, and eventually other communities, to
access electronic information from around the Twin Cities
metropolitan area. Mounds View has been included with the
other communities as a pilot project.

It would make information available to the public, such as
ordinances, resolutions, indexes, City Council Minutes and the
agendas.
