The funding for the project
would come from the Contingency Account.

Councilmember Trude felt that, once the system was
implemented, it would free up a lot of staff time and
eliminate many phone calls by residents. Eventually, it would
probably save the City an administrative assistant position.
The FreeNet system would give people the information they seek
and demand.

Councilmember Hankner said she would be supporting this item
but stressed the importance of the Council to be cautious in
using funds from the Contingency Account.

MOTION/SECOND: Trude/Linke to Adopt Resolution No. 4747
Transferring $2012 from Contingency Account to MIS Account for
FreeNet Project

VOTE: 5 ayes 0 nays Motion Carried

D. Consideration of Action on Ordinance No. 551 Relating to the
Procedure for Shutting Off Water Service for Delinquent
Accounts and Amending Title 900, Chapter 906, Sections 906. 11
and 906. 13 of the Mounds View Municipal Code

This Ordinance relates to the procedure for shutting off
delinquent utility accounts. As a last resort, the City's
collection policy provides that customers who do not pay for
their utility services will have those services discontinued.
This Ordinance also provides that when notice is sent to
delinquent customers, they may request a hearing before the
City Council to explain why their service should not be
discontinued. This, in effect, gives them a due process
provision.

MOTION/SECOND: Quick/Hankner to Adopt Ordinance No. 551
Relating to the Procedure for Shutting Off Water Service for
Delinquent Accounts and Amending Title 900, Chapter 906,
Sections 906 . 11 and 906. 13 of the Mounds View Municipal Code

Councilmember Trude stated that she would not be supporting
the adoption of this ordinance for reasons given at a previous
meeting.
