At the present <br /> time, the property owner is responsible --for repairs to the <br /> service line from his house to the curb stop and box which <br /> is at the property line. The property owner is also <br /> responsible for repairs to the curb stop and box (water <br /> • <br /> shut-off) . The City is responsible for repairs to the <br /> service line from the water shut-off to the water main. <br /> I understand that this is a recent change in the Code and <br /> that the property owner in the past-was -responsible for <br /> . service <br /> ast-was -responsibleforservice line repairs from the house to the water main in <br /> the street like a majority of the other cities.. <br /> Our existing policy causes - the---City of Mounds View a fair <br /> amount- -of -trouble. Every time the City has <br /> repaired a service line in the past 1-1/2 years, the <br /> repairs should have been the responsibility of the <br /> property owner to repair. <br /> i recommend changing the language in this section to make <br /> the property owner responsible for repairing the water <br /> service line from the watermain to the building. <br /> 3 ) Chapter 70. 17. ( 3 ) . I recommend adding to the last <br /> sentence, "as determined by the Municipality. " <br /> 4 ) Chapter 70. 18, Emergency Regulations. I recommend ade.ing <br /> to this section a paragraph about the possibilty ,of a <br /> water sprinkling ban. The paragraph could read as <br /> follows : "A water sprinkling ban may be implemented by <br /> the Director of Public Works after he notifies the <br /> Clerk-Administrator and Mayor. The lawn sprinkling ban <br /> may be implemented for only the months of May, June, July, <br /> August and September" . This will formalize a procedure <br /> for reducing water demand. <br /> Attached please find a memo from the Utility Accounting Clerk and <br /> Public Works/Community Development Director stating that we would <br /> like to see the apartment owners prepayments for water meters be • <br /> 11 <br /> . _ :. <br />
