Clerk-Administrator and City Council <br /> Page Four of Four <br /> sewer main breaks, sewer main leaks, or str-euts need repair, the <br /> owner of the mobile home court must pay for the repair. If the <br /> owner of the mobile home court has a problem that needs to be <br /> repaired, he can hire the City or hire a private contractor. <br /> City staff suspects that these water and sewer systems are not <br /> being properly maintained. Specifically, we suspect that a <br /> mobile home court may provide more waste water to the sewer <br /> than the rest of the City on a per capita basis. This hypothesis <br /> comes from the Infiltration and .Inflow Study conducted by the <br /> City of Mounds View a few years• ago. - ' If the waste water flow <br /> from a mobile home court is proven to be greater than the rest of <br /> the City,-thfe flow maY be-from-infiltration and/or. inflow. <br /> Infiltration is extraneous water that enters the sanitary sewer. <br /> _ usuall.y__through leaking pipe joints or cracks in the sewer pipe. <br /> Inflow is extraneous water that usually enters the sanitary sewer <br /> through holes in manhole covers. <br /> I have analyzed installing flow meters to measure the flow from <br /> the mobile home courts. The problem with monitoring the flow is <br /> that it is expensive because one must install two or three flog <br /> meters for each mobile home court. In other words, the sanitary <br /> sewer in the mobile home court discharges into the City system at <br /> two or three points. My analysis says that the benefits the City 1111 <br /> can derive by monitoring the flow does noL justify the expend- <br /> iture. However, the City may want to require the mobile home <br /> courts to maintain their infrastructre ( i.e. , televise and repair --- <br /> the private sanitary sewer lines, etc. ) • <br /> The issue -three becomes, hou ld the City require mobile home court - : <br /> owners to maintain their infrastructure according to City Stan- <br /> dards.
