Presentation of Housing Stock Analysis <br /> 14 <br /> 15 Jennifer Bergman, Housing Intern, delivered a presentation of <br /> 16 the housing stock analysis with the assistance of visual aids <br /> 17 provided by Community Development Coordinator Paul Harrington. Ms. <br /> 18 Bergman reported that the housing study was requested by the FOCUS <br /> 19 2000 Housing and Neighborhood Committee that was formed last year. <br /> 20 The purpose of the study was to find avenues to stabilize and <br /> 21 improve the condition of the houses in the city of Mounds View. <br /> 22 <br /> 23 Housing studies from other cities were reviewed to find out <br /> 24 what types of issues were considered by those cities; information <br /> 25 was gathered from the U.S. Census Bureau; property revenue and <br /> 26 taxation from Ramsey County was reviewed; information was obtained <br /> 27 from the St. Paul Realtors' Association and the Metropolitan <br /> 28 Council, along with inhouse research which included a windshield <br /> 29 survey to determine a basic overview of the condition of each <br /> 30 house. <br /> 31 <br /> 32 Ms. Bergman reported that, according to the U.S. Census, the <br /> 33 bulk of the income range is between $35, 000 and $49, 999 ; and 25% of <br /> 34 the population has an annual income below $25, 000. Approximately <br /> 35 6% of the total population of Mounds View is considered to be <br /> 36 living in poverty. <br /> 37 <br /> 38 Ms. Bergman provided information regarding the types of homes <br /> 39 and value of homes, as well as the condition of homes within the <br /> 40 City. She pointed out that the total units of housing in the City <br /> 41 of Mounds View is 4, 837, the majority of which were constructed in <br /> 42 the 1950's and in the 1970's. <br /> 43 <br /> 44 As a result of the information that was compiled, several <br /> 45 recommendations for improving housing stock were provided. Those <br /> 46 recommendations included: encourage and assist multifamily <br /> 47 property owners to apply for housing rehabilitation assistance, <br /> 48 continue to explore funding possibilities that the City could use <br />
