WITIE Agenda Section: 11.A REQUEST FOR COUNCIL CONSIDERATION Report Number: 95-1271C flj, 3-23-95 STAFF REPORT Council Actio :CW ❑ Special Order of Business CITY COUNCIL MEETING DATEMarch 27, 1995 CI Public Hearings El Consent Agenda 7 Council Business Item Description: Consideration of Resolution No. 4739 Approving the Compensation Adjustments for Police and Public Works Bargaining Units Administrator's Review/Recommendation: - No comments to supplement this report - Comments attached. _Explanation/Summary_(attach supplement sheets as_necessary.) eSUMMARY; Last year, after attempts to reach agreement on a 1994 Contract, the Police Officer's Union, Teamster's Local 320 and the City agreed to binding arbitration under State law. The Public Works Bargaining Unit, comprised of all the former union members, declared their desire to abide by the terms of the arbitration settlement granted the police officers. Because the arbitration process took so long, stretching well into the late months of 1994, both the City and the Union agreed to include 1995 into the arbitration process. There had initially been no Union demands for 1995 as it was their intent to bargain only for 1994 . Consequently, the arbitration award covered both 1994 and 1995 per request. The Arbitration Award was handed down on March 13 , 1995. It addressed salary increases for 1994 and 1995, insurance contribution amounts consistent with non-union contribution levels and allowed a small uniform allowance increase for 1995. Details of the 1995 arbitration award will impact the compensation adjustments of the non-union personnel as 1995 adjustments have yet to be made for these personnel. Until those details have been resolved and the contract documents finalized and available for Council review, staff is recommending that Council consider the following action at the March 27 meeting: 1. Award 1994 2 . 95% wage increase to Police Union personnel as per Arbitration award, retroactive to 1/1/94. 2 .
