MEMORANDUM TO: SAMANTHA ORDUNO, CITY ADMINISTRATOR FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR DATE: March 30, 1995 SUBJECT: RECLASSIFICATION OF ENGINEERING AIDE Since the reorganization of the Community Development Department in May of 1993 , Engineering Aide Jim Hess has assumed a number of the responsibilities which were previously a part of the City Engineers ' position description. His increased accountability falls into the following areas: * Lead engineer on City Staff. * Staff engineering contact on road reconstruction projects. * Assist in designation and allocation of MSA funds. * Provide engineering work for City projects (Police Department parking lot layout, layout of ballfield next to City Hall) . * Engineering (utilities) review of all Planning Cases. In addition to the aforementioned, Jim is also responsible for the maintenance of the City GIS system as it relates to infrastructure. Further, Jim's value to the City is augmented by the fact that his technical knowledge allows certain engineering issues to be handled "in house" rather than utilizing the City Consulting Engineer. Stanton identifies four (4) grades of Engineering Technician or Aide. Jim's current salary range places him at approximately 2 . 5 on the Tech scale. His current 5-step, hourly pay range (in 1994 dollars) is as follows: Step 1 Step 2 Step 3 Step 4 Step 5 $11. 31 $12 . 02 $12 .73 $13 . 43 $14 . 14* * Current salary Because of the increase in level of responsibility for the position, I would recommend that an adjustment in the Engineering Aide's salary be made. In reviewing the Stanton Tech scale, an appropriate level appears to be 3 . 5. The 5-step, hourly pay range (again, 1994) under that scenario would be: Step 1 Step 2 Step 3 Step 4 Step 5 $14 . 47 $15. 38 $16.28 $17. 19 $18. 09
