The representatives from Spring Lake Park and I explained to Ron <br /> that their capital improvement plan would be treated as any other <br /> City department's capital request. It will be reviewed, <br /> questioned and reduced prior to submittal to the Council for <br /> consideration as part of the Long Term Financial Plan. I also <br /> conveyed to him that inclusion into the LTFP does not, in any <br /> way, assume approval and inclusion in the Budget. <br /> It was explained to the Chief that cities in general and Mounds <br /> View in particular are not in a position to fund significant <br /> capital expenditures in 1996, given the sensitive nature of State <br /> funding, declining revenues and shrinking tax bases. I don't know <br /> if he understands the problem as he spoke with Don Brager this <br /> week about the City's fund balance, noting that it was his goal <br /> to fundthecapital improvement plan before his official <br /> — <br /> retirement. <br /> REMINDER Community Appreciation Dinner <br /> Friday night. We have received a few calls and <br /> completed applications so far. The deadline for accepting <br /> applications is 4/7/95 and the interview date is scheduled for <br /> 4/12/95. <br /> ARBITRATION AWARD <br /> It has been a busy week preparing Personnel Action Notices to <br /> authorize backpay for Police and Public Works employees for 1994 <br /> wages. Thanks to Kitty Hickok, all of the 1994 checks have been <br /> cut and most have been distributed. <br /> LEAGUE LEGISLATIVE UPDATE <br /> On Thursday, Samantha, Cathy and I attended the annual League of <br /> Minnesota Cities Legislative update. The news was not too <br /> optimistic for LGA/HACA funding or TIF. Hopefully the next <br /> couple of months will bring better news from the Legislature. <br /> MAY/JUNE NEWSLETTER <br /> The editorial board met this week to begin preparation for the <br /> next newsletter. It is scheduled to go to the printer by mid- <br /> April and delivered by the end of April. <br />
