I have <br /> included herein the latest Everest proposal as well as examples <br /> from other cities of the type of financial analysis conducted by <br /> Jim Casserly. <br /> Locke Lake Update <br /> Barb Haake called this afternoon and asked if she could get on <br /> the Council agenda to give an update on Rice Creek Watershed's <br /> plans for Locke Lake and the status of the Ramsey County lawsuit <br /> against Rice Creek Watershed to halt the project. She will be at <br /> the meeting Monday night at 6: 00 p.m. and take but just a few <br /> minutes. <br /> Golf Course <br /> The Task Force is meeting tonight to discuss the results of the <br /> permit process with Rice Creek. Watershed and the design of the <br /> club house. We hope to finalize the working drawings so that bids <br /> can be let in March and construction begun in April. I expect to <br /> close on the Watson property this month. <br /> Staff from Mounds View and Blaine will be meeting next Wednesday <br /> to discuss the issue of water/sewer hook-up to the City of Blaine <br /> for the golf course. <br /> Economic Dev. Coord. and Housing Intern Positions <br /> Tim C. is drafting the job descriptions for both positions and we <br /> expect to advertise in the Tribune, Press and our Affirmative <br /> Action designated newspaper on Sunday, January 16th. The <br /> application process will be open for three weeks and interviews <br /> should take place the last week in February or first week in <br /> March. <br /> Westminster Senior Housing Project <br /> Paul spoke with representatives from Westminster today. They are <br /> under the impression that the site by the St. Paul waterline is <br /> an "alternative" site rather than an "additional" site to the <br /> property behind Win Insurance. They are talking about a "phased" <br /> project- 80 units in the first phase and 80 units in the 2nd <br /> phase. This may be a problem in that there would have to be some <br /> pretty rigid conditions built into a development agreement and <br /> corresponding TIF assistance package that would tie the two <br /> phases together. I will be talking to Westminster tomorrow to <br /> better clarify for them the Council's desire (as stated at the <br /> meeting on January 3rd) for a larger project to be built in one <br /> phase. <br /> Samantha <br />
