1993 Year End Report
Assistant to the City Administrator
SPECIAL PROJECTS
FOCUS 2000 - Since the inception of Focus 2000 at the March, 1993 Council/Staff
strategic planning session, there has been non-stop activity. In April, students from
local schools assisted in naming the process. After the name was established, a
massive marketing campaign ensued, promoting the idea and community participation.
In May, an intern came aboard to assist with the marketing and preparation for the
public forums that were held in July. After the public forums, Issue Study Groups
were formed. For the next four months, these groups met numerous times and came
up with-a preliminary report. This report was then presented to the community at a
final public forum for feedback. This project is due to be completed by 3/28/94 when
the final report will be presented to the City Council for consideration.
CITY HALL EXPANSION - In April, 1993, the Council selected an architect and by
October, 1993, construction had begun. Mikkelson-Wulff Construction was awarded
the contract to expand and remodel a large portion of the existing City Hall facility and
Police area. The entire project is scheduled to be complete by the first week in
March, 1994. A timeline is attached.
MUNICIPAL CODE RECODIFICATION -At the 12/27/93 Regular City Council meeting,
the Council approved the introduction of Ordinance No. 532 which would adopt the
recodified municipal as the official, legal document. This Ordinance was then adopted
at the 1/10/94 Regular City Council meeting. The final product was the result of a
year and a half long process whereby city staff worked closely with the recodifier to
accurately reorganize this document.
INSTALLATION OF NEW CENTRAL TELEPHONE SYSTEM - In January of 1993, the
City took possession of a new telephone system. The old system was obsolete and
limited in its ability, thus making it difficult to give professional telephone customer
service. The new phone system enables users to more efficiently and professionally
handle telephone business.
STREETLIGHT UTILITY AND PROACTIVE INSTALLATION - At the 9/27/93 regular
City Council meeting, the Council adopted Ordinance No. 528 which continued the
street light utility program. Resolution No. 4426 was adopted at the 10/11/93 regular
City Council meeting which approved a proactive approach to installing streetlights
throughout the City based on a comprehensive Police Department needs analysis. At
the 12/15/93 Budget Adoption meeting, the streetlight utility rates were adjusted
downward to utilize the fund balance of this fund.
COMPUTER NETWORK - About mid-year, all computer users had access to the local
area computer network. City staff have realized the benefits of this technology
through enhanced communications and ability to easily and quickly share information.
