operations and subsequently learned quite a bit about the City. One of the goals <br /> of the group was to form a financial policies advisory board. I will be making <br /> inquiries as to what cities have similar boards and obtaining information from <br /> them about the composition and operation of their boards. <br /> Interest rates during 1993 were pretty dismal. Short term rates stayed around <br /> 3%. Our bank introduced us to the Voyageur Government Securities Fund which <br /> has earned around 7% in 1993. As a consequence our interest earnings, for all <br /> City funds, in 1993 were $464,163 compared to $432,031 in 1992. <br /> Although not all of 1993 bills have been paid and not all revenues have been <br /> received I will go out on a limb and make a prediction: 1993 General Fund <br /> revenues will exceed expenditures by $50,000. Remember, you heard it here first. <br /> Departmental Goals <br /> See attached Departmental Goals Sheets. <br /> City Goals <br /> Goal No. 1 - Develop and implement a "Community-Driven Visioning Process" to <br /> actively involve community stakeholders, of all ages, in the City's long range <br /> planning process. <br /> The Focus 2000 forums were held and study groups were formed. I participated <br /> in the City Government Group with Tim Cruikshank. It was a learning <br /> experience for the members of the group and the staff assigned to it. The <br /> members of the group learned a lot about City operations and services. Staff <br /> learned that there are some misconceptions about City services and operations <br /> and that there are a lot of good people in the community with some very good <br /> ideas. <br /> Goal No. 2 - Pursue the development and implementation of municipal golf <br /> course and leisure recreational facility which will provide recreational <br /> opportunities that promote and maintain financial self reliance. <br /> Through the combined efforts of the Council, the Golf Course Task Force, and <br /> City Staff a municipal golf course will soon become a reality. I attended a <br /> number of the golf course task force meeting to discuss financing,worked with <br /> Samantha, our bond attorney, and Springsted, Inc. on the Golf Course bond issue. <br />
