Goal No. 8 - Development of a plan for financial self sufficiency in the <br /> development and management of the City. <br /> During 1993 the City made major strides toward accomplishment of this goal. A <br /> move toward financing various City services with user fees lessens the City's <br /> reliance upon the property tax and state aids. During 1993 the street light utility <br /> was continued and a surface water utility created. <br />
