His issue is also the payment of the park dedication <br /> fees. As Jim Casserly said today, it is the common complaint of <br /> any developer that the payment of park dedication fees holds up a <br /> project. However, it is also a common response that without the <br /> payment of such fees the City (any city) is unable to free up <br /> general fund monies to provide the response to service <br /> expectations and requests that make the city a desirable place in <br /> which to locate a business. <br /> My Schedule <br /> I will be attending a Tax Increment Financing Seminar in <br /> Bloomington all day Thursday and Friday morning. I will be back <br /> in the office by 1: 30 unless, of course, I am kidnapped by <br /> a Mega Mall store official no, I'll be back <br /> despite the overwhelming temptation to shop til I drop I'll <br /> be so close <br /> Samantha <br /> CITY HALL EXPANSION UPDATE <br /> Representatives from the City, representatives from Bonestroo and <br /> Associates and representatives from Mikkelson-Wulff met on <br /> Thursday 1/27/94 to discuss some differences of opinion about who <br /> should pay for a number of questionable construction items. Most <br /> of the items were architectural errors and omissions in the <br /> design plans. The end result was a reduction in some costs and <br /> elimination of others. <br /> On 2/1/94, staff met with Mikkelson-Wulff to discuss a revised <br /> substantial completion date. Due to some legitimate delays, the <br /> new substantial completion date for the entire project is 3/3/94. <br /> The new Administration and Park and Recreation area will be ready <br /> by mid February, but the Police area won't be completed until the <br /> first week in March due to the need for phasing the construction <br /> in that area. <br /> The next steps of the construction process will include <br /> demolishing the wall/windows between the existing <br /> Planning/Engineering office and the new Administration office <br /> area and the main hallway at the top of the basement stairs. <br /> They will also be demolishing the wall in the Video Technicians <br /> area to create a doorway for the new downstairs bathroom. In <br /> addition, the cabinets and sink that will be built in the old <br /> office supply storage area will take place early next week <br /> (2/7/94) . <br />
