Environmental Quality Commission Recommendation <br /> Page Two <br /> Require that dumpsters used for recycling be kept within an enclosure, but allow smaller containers to <br /> be kept outdoors. <br /> An approved apartment recycling program could consist of curbside pick-up with recycling bins, <br /> separate 90-gallon containers, or a co-mingled dumpster. The EQC recommends that recycling <br /> dumpsters be kept within enclosures, but exempt 90-gallon and smaller containers from the <br /> enclosure requirement. Although recycling in commercial properties was not specifically studied, <br /> this-enclosure—requirement.would- apply to- commercial-properties as well as multiple family-- <br /> buildings. <br /> The rationale behind this recommendation is twofold: the EQC's preference for source-separated <br /> recycling over the co-mingled variety and the issue of parking. Some buildings, particularly four- <br /> plexes and some businesses, will not have adequate parking to meet zoning standards if a recycling <br /> structure needs to be built. Ninety gallon containers are relatively mobile and if they are allowed <br /> to remain unenclosed, parking would not be permanently reduced. The City Council and/or <br /> Planning Commission will need to determine whether properties that choose to use a recycling <br /> dumpster can be exempted from parking requirements. <br /> In lieu of requiring that owners to provide private collection service, initiate a pilot project of organized <br /> recycling in multi family buildings ONLY. <br /> Funded either by a utility fee or property tax designation, the City would contract with one hauler <br /> to service all multi-family buildings in the City. Through this system, the City would be able to <br /> choose the type of collection most appropriate for each building type and would be able to ensure <br /> that all apartments are receiving adequate service. <br />
