STAFF REPORT
FEBRUARY 2, 1994
PAGE TWO
One of the primary concerns of SLP is the amount of control the
city of Blaine will have on decisions. According to Section III F
of the Joint Powers Agreement (adopted in 1990 by all three
cities) , approval is established by a 50+% vote. Since Blaine has
over 60% of the participation share it could, in literal terms,
prevail. The SLP Council wishes to amend the language to establish
an approval process in which for any action to be approved, there
must be approval of two of the three participating cities, thereby
abolishing the percentage requirement.
Don Busch has expressed interest in a possible joint meeting of the
two Councils if you have similar concerns regarding the contract.
I will have Jim Thomson's opinion on the contract at Monday night's
meeting.
