STAFF REPORT <br /> FEBRUARY 2, 1994 <br /> PAGE TWO <br /> One of the primary concerns of SLP is the amount of control the <br /> city of Blaine will have on decisions. According to Section III F <br /> of the Joint Powers Agreement (adopted in 1990 by all three <br /> cities) , approval is established by a 50+% vote. Since Blaine has <br /> over 60% of the participation share it could, in literal terms, <br /> prevail. The SLP Council wishes to amend the language to establish <br /> an approval process in which for any action to be approved, there <br /> must be approval of two of the three participating cities, thereby <br /> abolishing the percentage requirement. <br /> Don Busch has expressed interest in a possible joint meeting of the <br /> two Councils if you have similar concerns regarding the contract. <br /> I will have Jim Thomson's opinion on the contract at Monday night's <br /> meeting. <br />
