AgeSection:nda 9.G <br /> REQUEST FOR COUNCIL CONSIDERATION Report Number94— <br /> 1076C <br /> 21.71,Z8 <br /> STAFF REPORT Report Date: 2-10-94 <br /> +,z Council Action: <br /> 0 Special Order of Business <br /> CITY COUNCIL MEETING DATE February 14, 1994 0 Public Hearings <br /> 0 Consent Agenda <br /> lZ Council Business <br /> Item Description: Consideration of Resolution No. 4505 Requesting Rice Creek Watershed District <br /> Consider the Cleaning of Judicial Ditch No. 1 as a Top Priority for 1995 <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> uMY MARY; <br /> In an effort to encourage Rice Creek Watershed to accelerate action to <br /> address the sedimentation, inadequate flow and odor problems of Judicial <br /> Ditch No. 1, south of County Road J and north of Hwy 118, the attached <br /> Resolution has been drafted. <br /> The development of the City's municipal golf course and practice range as <br /> well as the adjacent park and trailway system, highlights the necessity for <br /> action to take place as soon as possible to correct the problems prior to <br /> the opening of the course in the late Spring of 1995. <br /> Rice Creek Watershed removed from their 1994 Budget funding to inspect and <br /> complete a maintenance plan for Ditch No. 1. Failure of Rice Creek <br /> Watershed to perform a much needed maintenance program on this Ditch prior <br /> to the opening of the City's golf course could seriously jeopardize the <br /> aesthetic environment of the course, the pathway system and the driving <br /> range. This past Spring, Summer and Fall, the Ditch, in many areas south <br /> of County road J, had a foul odor, stagnant water due to. sedimentation <br /> build up and debris in the water such as tires, bottles, and cans. <br /> The City of Blaine is also anxious for Rice Creek to accelerate their <br /> inspection and ma ' - - ce program for Judicial Ditch No. 1. <br /> tifivS <br /> Samant Ordun , City A ministrator <br /> RECOMMENDATION: <br /> Motion to waive the reading and adopt Resolution No. 4505 Requesting Rice <br /> Creek Watershed District Consider the Cleaning of Judicial Ditch No. 1 as <br /> a Top Budget Priority for 1995 <br />
