RESOLUTION NO. 4505 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION REQUESTING RICE CREEK WATERSHED DISTRICT CONSIDER THE <br /> CLEANING OF JUDICIAL DITCH NO. 1 AS A TOP BUDGET PRIORITY FOR 1995 <br /> WHEREAS, the City of Mounds View will begin construction of its 9 hole municipal <br /> golf course this Spring; and <br /> WHEREAS, Judicial Ditch No. 1 is located on the property designated as the golf <br /> course and driving range site; and <br /> WHEREAS, the City, in an effort, to protect the wetlands on the site, improve the <br /> surrounding area with a much desired recreational activity center which will be utilized <br /> by thousands of people per year; and <br /> WHEREAS, the City has provided for a beautifully landscaped course, driving <br /> range and park area adjacent to the course which will be a financial, environmental and <br /> recreational amenity to the City, the County and the north Metro area; and <br /> WHEREAS, the City will be spending over $3,000,000 on land and site <br /> improvements to create an aesthetically pleasing family-oriented recreational facility; and <br /> WHEREAS, the sedimentation build-up in the Ditch has resulted in a condition that <br /> does not provide acceptable flow levels through the property south of County Road J, <br /> often resulting in stagnant water, foul odors and a environmental image that is not <br /> consistent with the City of Mounds View's or Rice Creek Watershed's high standards of <br /> water quality programs; and <br /> WHEREAS, the Rice Creek Watershed had included the inspection and <br /> maintenance of this Ditch in the 1994 budget proposal but removed the action from the <br /> final 1994 budget; and <br /> WHEREAS, this action by Rice Creek Watershed has created a very serious <br /> environmental problem for the City of Mounds View as it proceeds with plans for the <br /> construction of its municipal golf course. <br />
