FLOOD FREQUENCY: The average frequency, statistically <br /> determined, for which it is expected that a specific flood stage <br /> or discharge may be equaled or exceeded. <br /> Subd. 6. FLOOD FRINGE: That portion of the flood plain outside of <br /> the floodway. <br /> Subd. r 7 . FLOOD PLAIN: The areas which have been or hereafter <br /> may be covered by the regional flood. <br /> Subd. 6- 8 . FLOOD PLAIN ZONING DISTRICT: The area delineated A-i, <br /> A-2 , A-3 , A-4 , A-6, A-7 or A-H on the Flood Insurance Rate Map <br /> attached to the Flood Plain Zoning Map. <br /> Subd. -- 9 . FLOODPROOFING: A combination of structural <br /> provisions, changes or adjustments to properties and structures <br /> subject to flooding, primarily for the reduction or elimination <br /> of flood damages. <br /> Subd. 10. FLOODWAY: The bed of a wetland or lake and the channel <br /> of a watercourse and those portions of the adjoining flood plain <br /> which are reasonably required to carry or store the regional <br /> flood discharge. <br /> Subd. $- 11. OBSTRUCTION: Any dam, wall, wharf, embankment, <br /> levee, dike, pile, abutment, projection, excavation, channel <br /> modification, culvert, building, wire, fence, stockpile, refuse, <br /> fill, structure or matter in, along, across or projecting into <br /> any channel, watercourse or regulatory flood plain which may <br /> impede, retard or change the direction of the flow of water, <br /> either in itself or by catching or collecting debris carried by <br /> such water. <br /> Subd. 12 . REACH: A length of a watercourse or water body <br /> having relatively the same flood hazard. <br /> Subd. 10 . 13 . REGIONAL FLOOD: A flood which is representative of <br /> • large floods known to have occurred generally in Minnesota and <br /> reasonably characteristic of what can be expected to occur on an <br /> average frequency in the magnitude of the 100-year recurrence <br /> interval. Regional flood is synonymous with the term "base flood" <br /> used in the Flood Insurance Study. <br /> Subd. 3 - 14 . REGULATORY FLOOD PROTECTION ELEVATION: An elevation <br /> no lower than one foot (1' ) above the elevation of the regional <br /> flood; except Judicial Ditch No. 1, Hillview and Lois Drive flood <br /> areas shall have an elevation no lower than two feet (2 ' ) above <br /> regional flood plus any increases in flood heights attributable <br /> to encroachment on the flood plain. It is the elevation to which <br /> uses regulated by this Chapter are required to be elevated or <br /> floodproofed. <br /> Subd. 12 . 15 . STRUCTURE: Anything constructed or erected on <br />
