2009 Annual Report | Public Works Department <br />Page 6 <br />Street and Utilities Improvement Project – Area B/C: <br />Area B and C of the Street and Utilities Program was in high gear during 2009. Area B is located in <br />the southwest corner of town west of Silver Lake Road between County Roads H and H2. Area C is <br />located in the southeastern part of town east of Long Lake Road between County Roads H and H2 <br />and west of Highway 10. The City Council approved a combined project, and estimates savings over <br />$250,000 by combining Area C (originally scheduled for 2011 construction) with Area B through <br />lower construction costs and engineering and legal fees. <br />Bonestroo assisted the City with engineering services associated with planning, design, and <br />plans/specification preparation for the project. Non-standard streets and pedestrian/bikeway <br />accommodations were resolved at Street and Utility Committee and City Council meetings <br />throughout the summer and fall. Non-standard street designs included Edgewood Drive, Springview <br />Lane, and Irondale Road; pedestrian/bicycle accommodations were considered on Edgewood Drive, <br />Woodcrest Drive, and Knollwood Drive. Area B/C is currently scheduled for a March 11, 2010 bid <br />opening and the engineer’s estimate is $3,344,300. <br />Street and Utilities Improvement Project – Area D: <br />The City Council authorized Bonestroo to perform the preliminary survey in Area D, which they <br />completed near the end of 2009. Planning, design, and preparation of plans/specifications is <br />anticipated to occur during 2010, and construction for Area D is scheduled for 2011. <br />Elevated Water Tower Rehabilitation: <br />The City hired KLM Engineering, Inc. of Lake Elmo, Minnesota to perform a “float-down” inspection <br />of the 500,000 gallon water tower. The inspection occurred on August 18, 2009 and an evaluation <br />report was delivered to the City in October 2009. The evaluation report recommends some structural <br />repairs and repainting the interior and exterior coatings within the next one to three years. An <br />estimated construction cost of $525,000 was included with the report, with an additional $45,000 for <br />temporary relocation of antenna costs. The current adopted Capital Improvement Program has the <br />water tower rehabilitation project planned for 2010, but after conferring with PW staff, the project is <br />now scheduled for 2011. <br />City Hall Electrical Service Modifications: <br />Bonestroo prepared a quotation proposal for modifications to the City Hall electrical service entrance <br />to accommodate emergency power supply from the 150-kW portable generator. Having a back-up <br />source of power to City Hall is essential since the City Hall building is designated as the Emergency <br />Operations Center (EOC) during natural disasters or search and rescue operations. Three quotes <br />were obtained with a low quote of $17,525 submitted by HyMark Electric, Inc. of Stacy, Minnesota. <br />Construction is expected to be completed by Spring 2010. <br />Ball Field Fencing Improvements: <br />Based on the recommendation of the Parks and Recreation and Forestry Commission and approval <br />of City Council, a low quote for $17,900 was submitted by Century Fence Company of Forest Lake <br />for work to replace/add chain link fencing to baseball/softball backstops at Groveland, Hillview, City <br />Hall, and Silver View Parks.
