2009 Annual Report | Public Works Department <br />Page 5 <br /> <br />The time, commitment, and efforts of residents, businesses, council members, engineers, and City <br />staff in the preceding years has given the City to begin reaching its goal to reconstruct 26-miles of <br />dilapidated roadways. As a result of this comprehensive effort, the City of Mounds View was only <br />one of eleven cities nation-wide to receive a 2009 American Crown Community award from the <br />American City & County magazine. This award is given to municipalities that “exhibit the creativity, <br />cooperation, and communication that is even more essential to efficient local government operations <br />in challenging economic climates.” The full-page award article is attached to the end of this report. <br />Xcel Energy 8-inch High Pressure Natural Gas Pipeline: <br />In 2008, Xcel Energy completed a segment of 8-inch pipeline construction from the southwest corner <br />of County Roads 10 and H2, through the north County Road 10 right-of-way, ending near the <br />intersection of County Road 10 and I. In 2009, the pipeline construction continued, heading north on <br />Eastwood Drive, jogging east on Ardan Avenue, then north again on Greenwood Drive to County <br />Road J. All pipeline work and restoration work was completed by late summer 2009. The pipeline <br />was put into service in July 2009 and was completed ahead of schedule. Xcel’s work was closely <br />coordinated with City street construction. <br />County Road 10 Trail Segments 1-5: <br />Trail Segments 1-5 is located in the north boulevard of County Road 10 between County Road H and <br />Red Oak Drive. Construction for this 1.7 mile long, 10-foot trailway began in September 2009 and <br />was substantially complete by the end of November 2009. Bids were received on July 23, 2009 from <br />8 contractors with the low bid of $653,350 submitted by Max Steininger, Inc. of Eagan, Minnesota. <br />All bids came in significantly lower than expected with the low bid 26% below the engineer’s <br />estimate. A Federal grant of $525,000 covered much of the construction costs. <br /> <br /> <br />paving operations for CR 10 Trail near Mounds View Square <br /> <br />150-kW Portable Emergency Generator: <br />The City took ownership of a 150-kW portable emergency generator in late summer 2009. The <br />procurement of the generator was through public bid, with the final cost equaling the bid price of <br />$83,125. Interstate Power Systems of Minneapolis was the successful bidder and provided the <br />generator unit. The generator is sized appropriately to provide emergency power to multiple <br />facilities, including wells/water treatment plants, lift stations, and buildings. <br />
