2009 Annual Report | Public Works Department Page 4 Hillview Park Water Service Pipe Replacement PW staff performed construction to upgrade the 1-inch water service to the Hillview Park Building to provide better capacity to meet irrigation demands at the park. Construction included trenching and installing about 400 feet of 2-inch polyethylene water supply pipe to the building, including reconnections inside the building. Capital Improvement Projects: Summer 2009 in Mounds View will be remembered by the Public Works Department as the first year of street construction for with the Streets and Utilities Program. Five miles of streets and utilities were reconstructed as part of the 2009 Street and Utility Improvement Project - Area A. Thirteen contractors bid the project January 29, 2009 with the low bid submitted by North Valley, Inc. of Nowthen, Minnesota for $3,948,859, nearly $600,000 less than the engineer’s estimate. Currently, the project cost is tracking about $400,000 below that of the contract, or close to $1,000,000 below that of the engineer’s estimate at the time of bidding. Only one change order was issued for the project, which added manhole-to-manhole sliplining of the sewer in lieu of stint repairs. A tremendous amount of PW staff time and effort has been invested in the Area A project.
