Item No: 11B(2)
Meeting Date: March 22, 2010
Type of Business: Admin Reports

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Clerk - Administrator
Item Title/Subject: Administrator Reports

1. Mounds View Town Hall Meeting

As a final reminder, the 6th annual Town Hall Meeting will be held here at Mounds View City
Hall on March 29, 2010 from 6:00 pm to 8:30 pm. The change in venue was made to make
use of the existing cable equipment and to better accommodate the attendees. Previous
Town Hall Meetings were held on Saturday mornings with minimal attendance, so we’re
hoping a Monday evening might be more convenient for residents. The meeting provides
residents the opportunity to ask questions of the City Council and to become aware of new
goals and priorities. The coach of the year and citizen of the year awards are presented at
this meeting as well.

2. Employee Appreciation Luncheon and Gift Certificates

In 2001, the City Council approved Resolution 5617 establishing a program to provide
eligible employees with service awards upon reaching five-year employment milestones. In
addition, the City has also provided a luncheon to show its appreciation for the hard work
and dedication of city employees, at which time the service awards are presented. These
service awards (in the form of gift cards) have been awarded to the eligible employees
during the annual employee appreciation luncheon. In 2010, eight employees will reach five-
year milestones. The City has budgeted $850 for the employee appreciation luncheon and
$850 for the service awards. Given the anticipated loss of LGA and other funding
deficiencies, I am recommending we significantly scale back expenditures for the luncheon
but retain the service awards as a means to recognize those employees who have dedicated
their time and efforts to the City. I am suggesting we reduce expenditures by $900, leaving
$800 for both the luncheon and service awards.

3. Labor Negotiations Update

Desaree Crane and I have met with representatives from AFSCME and the officers’ union in
mediation sessions held here at Mounds View City Hall. While neither mediation session
resulted in a contract settlement, the process was informative and productive, if only as a
means to an end. We received notice from the sergeants’ union they also intend to file for
mediation which is scheduled for April 12. The Public Works bargaining unit executed their
2010 – 2011 contract which is on the Council’s agenda for approval. Finally, the officers’
union indicates they will be filing for arbitration, however we have not received an such
notice.
