<br />Administrator Report <br />March 22, 2010 <br />Page 2 <br /> <br />4. ClearWire Request <br /> <br />As the Council will recall, the City recently approved a lease agreement with ClearWire to <br />locate antennae on the City’s water tower. The terms of the lease provide the City with <br />annual payments totaling $21,000 with a 4% annual inflator. ClearWire also paid $2,000 up <br />front to cover our legal and engineering review of the agreement and the plans. In an effort <br />to achieve sufficient coverage for their services, ClearWire is requesting to construct a <br />monopole in Silverview Park. The pole could replace one of the existing light standards <br />already in the park or could be located in the wooded area. The City Code allows for <br />telecommunication poles in parks by conditional use permit, however because the City is the <br />owner, there should be some level of agreement reached before any such application is <br />made. Given its acreage, Silverview Park might be a good location for a cell tower and <br />would provide the city with additional revenue. Is the Council open to consider such a <br />proposal? <br /> <br />5. Ramsey County League of Local Governments Meeting <br /> <br />At the last City Council meeting, Council Member Mueller announced that the Ramsey <br />County League of Local Governments (RCLLG) would be holding a meeting at the Mounds <br />View Community Center on March 25, 2010. The meeting topic is “Partnering with <br />Nonprofits and Foundations to Strengthen Your Community.” RSVP’s are needed by March <br />23, so please let me know if you intend to attend. If three or more Council members attend, <br />we will post a quorum notice. We have been notified that an elected official from Roseville, <br />New Brighton, Mounds View, Falcon Heights or Lauderdale is needed to serve on the <br />County’s Dispatch Policy Committee. The RCLLG will appoint this person, so let me know if <br />one of you is interested. (Please refer to the correspondence from Scott Williams, Ramsey <br />County’s Director of Emergency Communications, for more information.) The board meeting <br />agenda and the meeting flyer is attached for your reference. <br /> <br />6. Election Calendar <br /> <br />As the Council is aware, the MN Legislature changed the date for the primary election to the <br />second Tuesday in August to be consistent with federal legislation. The Governor signed <br />this into law. This year, the primary election will be on August 10th. The primary reason for <br />the change is to allow sufficient time for military personnel to submit absentee ballots. <br />Attached for your reference is the election calendar for this year. <br /> <br />7. Charter Commission Meeting <br /> <br />The Charter Commission met on March 10, 2010. The Commission continues to discuss <br />possible changes to Chapter 8 of the Charter relating to special assessments and local <br />improvements. Some changes being proposed are substantial which should raise some <br />concern for the City from a procedural and financial standpoint. (I have put together a memo <br />outlining my concerns which is attached for your review.) Two potential changes would allow <br />for petitions against projects that do not include special assessments and would allow a <br />petition FOR an improvement that did not include special assessments. Finance Director <br />Beer and I met with one of the Charter Commission members prior to the March 10 meeting <br />to get a better understanding of what’s driving the discussion. <br />
