Administrator Report
March 22, 2010
Page 3

8. Cable Committee Meeting

I met with Cable Committee chairperson Barbara Haake on February 24, 2010 to discuss the
function of the Cable Committee in light of the Council’s consent that the committee be more
informal. It was a productive meeting and it gave us an opportunity to outline several
procedural issues. We discussed the “History of the Cable Committee” document Ms.
Haake put together and I suggested I should meet with the rest of the Committee—
informally—to communicate my thoughts. That meeting occurred on March 9 at a local
restaurant.

I acknowledged that some of the committee members may have been frustrated with the
additional oversight and the City’s push to make the committee more formal and structured.
While structure is beneficial, I agreed that it may have been overkill to require the group to
adopt Bylaws, and that there was no need for the City to make appointments, assign term
limits, no need for minutes, etc., because the reality is that the Cable Committee was started
as a group of residents with a unified goal to bring Cable programming to the residents—it
was never formally recognized by the City. The Committee has acted independently for
years as an ad-hoc advisory body to the Council, providing “talent” for video productions and
has often been the creative genius behind programs run on MVTV.

Because they are NOT an official City committee, they are not subject to open meeting laws
and can meet off-site if they wish. I indicated however that if they were serious about gaining
new members, a consistent meeting schedule would help in that regard. I suggested that
they could still meet at City Hall and we would be happy to attend their meetings if there was
a need. For now, Vanessa and Desaree will not attend their meetings unless one or both is
invited. The Committee—much like any resident or staff member--will continue to submit
production requests to Vanessa, however I pointed out that Vanessa’s time is limited and
City requests would take priority over committee requests. It is hoped that a return to an
independent committee structure will re-instill with the members the pleasure and satisfaction
they once felt as members of this citizen committee. I will keep you posted as to how this
works out.

9. Coventry Senior Living Proposal

The developers behind the latest senior housing proposal made an informal presentation to
the Planning Commission Wednesday evening, March 17, 2010. They are proposing a 95
unit building between County Highway 10 and O’Connell Drive. They also held a
neighborhood meeting on March 18 here at City Hall to present the project to neighbors with
the intent to gather feedback and respond to questions and concerns before a formal
application is submitted. They would like to present their plan to you at your April 5th work
session, assuming you would be willing to hear their informal presentation.
