<br />Item No: 7G <br />Meeting Date: April 26, 2010 <br />Type of Business: CB <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: James Ericson, Clerk - Administrator <br />Item Title/Subject: First Reading and Introduction of Ordinance 844, an <br />Ordinance Amending the Mounds View City Code By <br />Changing All Occurrences in the City Code of “Clerk- <br />Administrator” to “City Administrator” <br /> <br />Introduction: <br /> <br />In 2009, the Charter Commission was asked to consider amending the Charter to update <br />the title of the Clerk-Administrator position to a more commonly used title, such as City <br />Administrator. On March 8, 2010, the City Council adopted Ordinance 841 which revised <br />the City Charter by replacing all instances of “Clerk-Administrator” with “City Administrator.” <br />At that meeting, staff communicated to the City Council that a second ordinance would be <br />needed to effectuate the same change throughout the municipal code. Ordinance 844 <br />accomplishes this comprehensive amendment. <br /> <br /> <br />Discussion: <br /> <br />The Charter Commission discussed the potential title change at many meetings, reviewing <br />MN Statutes, LMC documentation and reports, the Mounds View City Code and other <br />references in their analysis. After much deliberation, the Commission adopted Resolution <br />2009-03e which replaced all occurrences of “Clerk-Administrator” with “City Administrator.” <br />In addition, Sections 6.03 and 6.04 were amended to clarify duties and responsibilities of <br />the administrator and treasurer. <br /> <br />The City Attorney has prepared the attached Ordinance 844 and recommends introduction <br />for first reading by the City Council. <br /> <br /> <br />Recommendation: <br /> <br />Consistent with Ordinance 841 and consistent with City Council direction, staff <br />recommends approval of the first reading and introduction of Ordinance 844, an ordinance <br />changing the title of the Clerk-Administrator to City Administrator throughout the City Code. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Clerk - Administrator
