Mounds View City Council May 24, 2010 <br />Regular Meeting Page 7 <br /> <br />applicant will need to submit a letter of intent and letter of permission from the property owner to 1 <br />the City each year before the start of the farmers market. 2 <br /> 3 <br />The Planning Commission unanimously approved Resolution 926-10 on May 19, 2010, 4 <br />recommending approval of the conditional use permit for a farmers market. As with all planning 5 <br />applications, the City Council may recommend approval of the request, recommend denial of the 6 <br />request or table taking action. In this case, staff is recommending approval of the request. 7 <br /> 8 <br />Mayor Flaherty opened the public hearing at 8:42 p.m. 9 <br /> 10 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 8:43 p.m. 11 <br /> 12 <br />Council Member Gunn asked what types of vendors were lined up for this year. Amaya 13 <br />Basumatary, the applicant stated this would be a true farmer’s market, with locally grown fruits 14 <br />and vegetables. 15 <br /> 16 <br />Council Member Mueller questioned how signage would be handled for the farmer’s market. 17 <br />Planning Associate Heller stated each vendor could have a sign at their booth advertising their 18 <br />wares. Two larger signs would be placed at the entrances to the movie theater advertising the 19 <br />farmer’s market. Six additional temporary signs could be placed throughout the City and would 20 <br />be put up Saturday morning and removed shortly after the close of business. 21 <br /> 22 <br />Council Member Stigney asked if the City wanted to allow the temporary signs throughout the 23 <br />City. He indicated he was not in favor of placing temporary signs throughout the City. Planning 24 <br />Associate Heller stated garage sale signs are allowed on a temporary basis, which would be 25 <br />similar to the farmer’s market. 26 <br /> 27 <br />Council Member Hull clarified that the six small signs would only be up on Saturdays during the 28 <br />hours of operation. 29 <br /> 30 <br />Council Member Mueller was in favor of the farmer’s market signs as it would direct traffic to 31 <br />the new event. 32 <br /> 33 <br />Mayor Flaherty felt this was a difficult situation as other businesses were not allowed to place 34 <br />temporary signs throughout the City. Planning Associate Heller indicated the applicant could be 35 <br />required to ask permission before placing temporary signs in private property. 36 <br /> 37 <br />Council Member Mueller asked how important the temporary signs were. Ms. Basumatary felt 38 <br />the signs were crucial to getting information out about the farmer’s market, especially for the first 39 <br />year. Additional informational flyers would be handed out to local restaurants and businesses. 40 <br /> 41 <br />Community Development Director Roberts stated the City did receive a letter of support from 42 <br />Moe’s. 43 <br /> 44 <br />Mayor Flaherty asked if the Council was in support of the six temporary signs throughout the 45
