Mounds View City Council June 14, 2010 <br />Regular Meeting Page 16 <br /> <br /> 1 <br />Clerk-Administrator Ericson reported the renaming of County Highway 10 was being addressed 2 <br />and staff questioned if TIF could be used for the financing of this expense. He reviewed this 3 <br />issue with the City Attorney and it was found that TIF could be used for these expenditures, new 4 <br />signage, etc. A joint meeting with Spring Lake Park would be the next step if Council felt this 5 <br />was a timely issue. He asked how the Council would like to proceed. 6 <br /> 7 <br />Council Member Stigney requested the County remove the Highway 10 signs at Long Lake 8 <br />Road. He noted he would be willing to review the new signage at a future meeting. 9 <br /> 10 <br />Council Member Hull questioned how a sign would be paid for outside of the City, as he was in 11 <br />favor of the signs being uniform. Clerk-Administrator Ericson stated this might have to come 12 <br />from the general fund. 13 <br /> 14 <br />Council Member Mueller asked if staff had an estimate for the sign replacement expenses. 15 <br />Clerk-Administrator Ericson indicated a rough estimate of $25,000 for the signs. 16 <br /> 17 <br />Council Member Mueller was not in favor of moving forward with this issue due to the expense. 18 <br /> 19 <br />Council Member Gunn stated she was in favor of the name change as there was growing 20 <br />confusion between Highway 10 and County Highway 10. However, the cost could be prohibitive 21 <br />at this time. 22 <br /> 23 <br />Mayor Flaherty agreed the change had to be done at some time, but now may not be the time. 24 <br /> 25 <br />Clerk-Administrator Ericson questioned if the Council was in favor of purchasing a parcel of 26 <br />land adjacent to property owned by the City. He explained he wanted to make the Council aware 27 <br />the property was available, but understood now may not be the time. 28 <br /> 29 <br />Council Member Mueller stated the property has been available for over 90 days and the price 30 <br />has been reduced. 31 <br /> 32 <br />Council Member Hull asked what interest the City had in this parcel. Clerk-Administrator 33 <br />Ericson stated the parcel was three-fourths of an acre and a potential redeveloped subdivision 34 <br />could be placed in this area and would increase the tax base for the City. 35 <br /> 36 <br />Mayor Flaherty indicated he was not in favor of the purchase at this time. 37 <br /> 38 <br />Clerk-Administrator Ericson stated he attended the Police Civil Service Commission meeting last 39 <br />week. The opening for the Police Chief was discussed and interviews were conducted. At this 40 <br />time, two names were certified on an eligibility list. The direction at this time would be for the 41 <br />Council to meet with the top candidate individually. At the June 28th meeting, staff would then 42 <br />request a motion from Council to complete the necessary background investigation, 43 <br />psychological examination, etc. 44 <br /> 45
