Coventry Senior Living Staff Report <br />August 9, 2010 <br />Page 6 <br /> <br /> <br />The development area comprises 95,084 square feet (2.18 acres) with a 2010 total land value of <br />$675,000. A 10% dedication amount would then be $67,500. The City Council should make the <br />final determination on the fee amounts. Section 1204.02, Subd. 6 of the Mounds View City Code <br />allows the applicant the right to appeal the park dedication fee. <br /> <br />Easements: <br />The standard city required easements along the property lines are included on the site plans and <br />would be dedicated by plat. <br /> <br />Major Subdivision Summary: <br /> <br />This major subdivision request meets City Code requirements. The preliminary plat and title <br />commitments have gone through a legal review by the City Attorney. The payment of the park <br />dedication fee and trail contribution amount will be required before the City signs the final plat for <br />recording with Ramsey County. <br /> <br />PLANNING REQUEST SUMMARY <br /> <br />The Coventry staff has held two neighborhood meetings about this project – one in March and the <br />second meeting on Monday, July 19, 2010. Several residents attended the first meeting in March <br />and one resident attended the July meeting. At the March neighborhood meeting, attending <br />residents did not like that the facility only accessed O’Connell Drive. They did not want any <br />additional traffic in their neighborhood. The developer then turned the building around and now the <br />traffic for the site only accesses County Highway 10. <br /> <br />Planning Commission Action: <br /> <br />The Planning Commission considered this proposal at their July 21, 2010 meeting. Staff mailed <br />letters to property owners within 500 feet of the project site to notify residents about the meeting <br />even though it was not a public hearing. No residents attended the Planning Commission meeting. <br /> The Planning Commission voted unanimously 6-0 (Stevenson absent) to approve the rezoning, <br />development review and preliminary plat. <br /> <br />Public Notice: <br /> <br />Public hearing notices were mailed to residents within 500 feet of this project (a larger area than <br />the required 350 feet) and the notice was published in the newspaper. City Staff received one <br />email comment, which is included in this report. <br /> <br />Deadline for Action: <br /> <br />The city accepted this planning application on July 14, 2010 and in accordance with MN Statute <br />15.99, a decision shall be made within 60 days of application acceptance. The deadline for action <br />for this request is September 12, 2010 unless the city exercises its option to extend the timeline for <br />another 60 days.
