<br />Item No: 7F <br />Meeting Date: Sept 13, 2010 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 7661, Approving the Promotion of Deputy Police <br />Chief Thomas Kinney to the Position of Police Chief <br /> <br />Introduction: <br /> <br />Deputy Chief Tom Kinney was appointed the interim police chief by action of the City <br />Council on October 26, 2009. The resolution effectuating the appointment, Resolution <br />7516, provided Deputy Chief Kinney with an interim wage increase of 10% over his then <br />current rate of pay to compensate him for the additional responsibilities. <br /> <br />Discussion: <br /> <br />Based on City Council direction, no action was taken regarding the vacancy until after the <br />first of the year in 2010. The Council indicated a desire to “promote from within” and as <br />such, the vacant Chief’s position was posted internally, with minimum requirements noted <br />as follows: <br /> <br />• Four-year degree in police science, law enforcement, criminal justice, public <br />administration or a related field <br />• Ten years experience in law enforcement, five of which must be in a senior <br />management position <br />• Must have a commitment to the management philosophy of promoting excellence <br />and quality customer service. <br /> <br />Two candidates responded to the positing—Deputy Chief Kinney and Sergeant Steve <br />Menard. Both candidates were interviewed by a panel consisting of Administrator Ericson, <br />Assistant Administrator Crane, New Brighton Public Safety Director Bob Jacobsen and Erin <br />Rian from the League of MN Cities. The interview panel forwarded their recommendation <br />to the Police Civil Service Commission who, on June 8, 2010, certified an eligibility list <br />consisting of two names, Tom Kinney and Steve Menard, in that order. Based on the <br />eligibility list, the City Council directed staff to initiate the background check and <br />evaluations on Deputy Chief Kinney. <br /> <br />The following background checks and evaluations were conducted, all with positive results: <br /> <br />• Background investigation and reference check, conducted by Setter & Associates <br />• Psychological evaluation, conducted by Gary L. Fischler & Associates <br />• Medical evaluation, conducted by Multicare Associates <br />
