<br />Kinney Appointment Report <br />Sept 13, 2010 <br />Page 2 <br /> <br />Proposal: <br /> <br />Deputy Chief Kinney is presently at Step 5 of the Deputy Chief pay range ($39.38 per <br />hour), plus, with the interim status, Deputy Chief Kinney is receiving an additional 10% to <br />account for the responsibilities associated with both positions. Thus, with the extra 10%, <br />his current rate of pay is $43.32 per hour. The following lines represent the current steps <br />and rates of pay for the Police Chief position: <br /> <br /> Step 1 Step 2 Step 3 Step 4 Step 5 <br />$35.81 38.05 $40.28 $42.52 $44.76 <br /> <br />While it would be a disincentive to offer a wage less than what Deputy Chief Kinney is <br />presently earning, it would also seem inappropriate to hire Mr. Kinney at Step 5 of the <br />Chief’s range, the next highest rate of pay, inclusive of the interim pay adjustment. Rather <br />than decreasing Mr. Kinney’s salary, an option would be to continue his present wage of <br />$43.32 per hour and forego the typical step increase at 12 months. The step increase to <br />Step 5 would not occur until after 18 months, and only upon a satisfactory performance <br />evaluation. <br /> <br /> <br />Recommendation: <br /> <br />I recommend the City Council approve the attached Resolution 7661 which approves the <br />promotion of Deputy Chief Thomas Kinney to the position of Mounds View Chief of Police, <br />maintaining his present rate of pay of $43.32 per hour for 18 months, after which point Mr. <br />Kinney would be eligible for a wage and step increase to Step 5, presently $44.76 per hour. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator <br /> <br /> Attachments: <br /> 1.
