RESOLUTION NO. 7661 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE PROMOTION OF DEPUTY CHIEF THOMAS KINNEY TO THE POSITION OF POLICE CHIEF WHEREAS, on October 26, 2009, the Mounds View City Council appointed Deputy Chief Tom Kinney to serve as the Interim Police Chief upon the retirement of the former police chief; and, WHEREAS, on April 30, 2010, an announcement was posted in the Police Department for the position of Police Chief, with responses due no later than May 10, 2010; and, WHEREAS, two qualified candidates applied for the position and were subsequently interviewed, with the Police Civil Service Commission certifying an eligibility list on June 8, 2010; and WHEREAS, the City Council directed staff to schedule all necessary background checks and evaluations on the top name on the eligibility list—Deputy Chief Kinney; and, WHEREAS, all background checks and evaluations on Mr. Kinney have been conducted with positive results. NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby promote Deputy Chief Tom Kinney to the position of Police Chief, effective September 13, 2010, subject to the provisions and terms of the Personnel Manual, with the following noted compensation, benefits and conditions: W age / Step: $43.32 per hour Step Increases: Step 5 on March 13, 2012, subject to satisfactory evaluation and City Council approval Use of vehicle: In lieu of a car allowance, Mr. Kinney shall have access to a police vehicle which can be taken home. Said vehicle shall not be used for personal trips or vacations. No Contract: Neither this resolution nor the Personnel Manual shall constitute an employment contract. The Police Chief is a non-union, exempt position serving at the will and pleasure of the City Council.
