Resolution 7671, Authorizing the Abatement of Nuisance Code Violations at 2 <br />8351 Groveland Road. 3 <br /> 4 <br />Community Development Director Roberts explained staff was seeking Council approval of a 5 <br />Resolution authorizing abatement of a nuisance code violation present at 8351 Groveland Road. 6 <br />On June 2, 2010, City staff responded to this property to investigate a report of inoperable 7 <br />vehicles and equipment being stored outside in violation with City code. Staff observed 8 <br />violations of City code and spoke with the property owner on site, Victoria Bowers, about the 9 <br />violations and the need to complete corrective actions. Staff has had many prior contacts with 10 <br />the property owner and issued a verbal warning to the property owner at the time. Staff 11 <br />recommended Council pass Resolution 7671 authorizing the abatement of the nuisance code 12 <br />violations. The property owner would be given five days to make changes, after which time the 13 <br />City would step in. 14 <br /> 15 <br />Council Member Stigney questioned if the vehicles could be placed in the double garage. 16 <br />Community Development Director Roberts explained the property owner did have a double car 17 <br />garage, but this area was full of other items and would not house the vehicles. 18 <br /> 19 <br />Council Member Mueller thanked staff for the detailed report and for addressing the concerns at 20 <br />this property. 21 <br /> 22 <br />Mayor Flaherty indicated the Council has been aware of the concerns at this property and had 23 <br />hoped it wouldn’t come to this stage. He understood there were extenuating circumstances with 24 <br />the property owner. 25 <br /> 26 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7671, 27 <br />Authorizing the Abatement of Nuisance Code Violations at 8351 Groveland Road. 28 <br /> 29 <br />Council Member Mueller indicated the neighboring properties appreciated the efforts made by 30 <br />Staff to abate this property. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />C. Resolution 7667, Authorizing Certification of the Proposed General Fund 35 <br />Budget and Property Tax Levy for Fiscal Year 2011. 36 <br /> 37 <br />Finance Director Beer stated this State law requires that the City certify a proposed 2011 General 38 <br />Fund Budget and proposed 2011 property tax levy to Ramsey County by September 15, 2010. 39 <br />This was last discussed at the September 7, 2010 work session. The City Council directed staff 40 <br />to use a preliminary General Fund levy increase of 3% or $122,892, this does not off-set the 41 <br />expected Local Government Aid cuts anticipated of $485,000, but with expenditure reductions 42 <br />and use of fund balance the City can balance the 2011 budget. This 3% would act as a ceiling 43 <br />for the levy increase and could be increased. The final levy will be adopted on or about 44 <br />December 13, 2010 along with the General Fund budget and the other City funds budgets. 45
