Mounds View City Council September 13, 2010 <br />Regular Meeting Page 5 <br /> <br /> 1 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7667, 2 <br />Authorizing Certification of the Proposed General Fund Budget and Property Tax Levy for Fiscal 3 <br />Year 2011. 4 <br /> 5 <br />Council Member Stigney stated he would not support the levy increase as he felt the City needed 6 <br />to change the way finances were handled given the fact LGA was cut. He did not feel the City 7 <br />should be using a surplus fund balance to balance the budget. 8 <br /> 9 <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. 10 <br /> 11 <br />D. Resolution 7668, Establishing Public Hearing Dates for the Proposed General 12 <br />Fund Budget and Property Tax Levy for Fiscal Year 2011. 13 <br /> 14 <br />Finance Director Beer stated the Truth in Taxation laws have changed and there no longer is an 15 <br />exemption from holding the public hearing when the levy increase is less than the “implicit price 16 <br />deflator”. Mounds View has always held a Truth in Taxation hearing regardless of the 17 <br />exemption so the law change does not affect us. The State has reserved Monday, December 6, 18 <br />2010 and Monday, December 13, 2010 for use by cities. Cities may select other days if they 19 <br />wish, but then must work around dates selected by counties, school districts, and special districts 20 <br />that were given priority for those dates by the State. 21 <br /> 22 <br />Finance Director Beer recommended that since the Mounds View City Council normally meets 23 <br />on Mondays, that the initial Truth in Taxation public hearing be held on Monday, December 6, 24 <br />2010 and that the continuation public hearing be held on Monday, December 13, 2010. Final 25 <br />adoption of the a budget and property tax levy for 2011 may happen at the regular City Council 26 <br />meeting on Monday, December 13, 2010. 27 <br /> 28 <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7668, 29 <br />Establishing Public Hearing Dates for the Proposed General Fund Budget and Property Tax Levy 30 <br />for Fiscal Year 2011. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />E. Resolution 7670, Adopting a Special Assessment Levy for Private 35 <br />Improvements in Area B/C of the Street and Utility Improvement Program. 36 <br /> 37 <br />Finance Director Beer indicated the City offered property owners the opportunity to have private 38 <br />improvements completed as part of the area B/C street project. It is in the City’s best interest to 39 <br />have as many of these improvements done during the project to reduce the number of street 40 <br />openings that may have to happen in the future. Each property owner has signed an agreement to 41 <br />waive their right to a public hearing and has agreed to pay the full cost of the private 42 <br />improvement plus interest and the administrative fee. 43 <br /> 44
